The Seventh Carbon Budget: Advice for the UK Government

In February 2025, the UKโ€™s Climate Change Committee (CCC) released its latest blueprint for totalitarian micromanagement: The Seventh Carbon Budget. Itโ€™s a huge, near-400-page volume of state-sanctioned fantasy, presented with all the self-congratulatory smugness that only a committee of well-paid bureaucrats can manage. The Budget is required under the Climate Change Act 2008, which allows the government to impose legally binding carbon reductions on the nation, all in pursuit of the absurd goal of Net Zero greenhouse gas emissions by 2050.

The CCC describes its role as โ€œproviding independent, evidence-based adviceโ€ to the government. This would be more convincing if the so-called evidence werenโ€™t a rehash of failed climate predictions and dodgy computer models. Over the past three decades, weโ€™ve been subjected to a revolving parade of apocalyptic forecastsโ€”rising sea levels, disappearing ice caps, extreme weatherโ€”none of which has come about as predicted. Yet here we are, staring down another โ€œcarbon budgetโ€ for the further impoverishment and enslavement of the people in the name of saving the planet from a fabricated catastrophe.

Let us deal with the recommendations of the report. These are set out in all the usual technocratic doublespeak. Consider this from Chapter 4:

We recommend a reduction in UK emissions of 70% from 1990 levels by 2035, delivered through a combination of increased renewable energy generation, improved energy efficiency, and behavioural change policies. (p. 54)

โ€œBehavioural change policiesโ€ is a euphemism for coercion. When subsidies and taxes fail to force compliance, the next step will be outright bans. The government has already started legislating against gas boilers and petrol cars, and airline taxes are increasing to the point where foreign travel will soon be reserved for the rich and their jet-setting climate grifters.

And letโ€™s not forget the attack on food choices:

A continuation of existing trends, together with greater choice and availability of plant-based foods, sees a reduction in meat (especially beef and lamb) and dairy consumption, within overall healthier diets. (p. 72)

Translation: You will eat lab-grown protein and like it. While the rich continue dining on fine steaks, the rest of us will be encouragedโ€”then requiredโ€”to subsist on lentils, processed soy, and eventually insect paste. This isnโ€™t about health. Itโ€™s about control. Bill Gates will continue buying up farmland while ensuring that the meat he prohibits us from eating remains on his own plate. Davos attendees will keep dining on Michelin-starred meals while telling us how noble it is to suffer โ€œfor the planet.โ€ The hypocrisy is staggering.

Or look at these further policy recommendations, and how they reveal an agenda of total control:

  • International travel lockdown: The CCC demands that aviation and shipping emissions be โ€œfully includedโ€ in the UKโ€™s carbon budget. This translates to making flights unaffordable for ordinary people while the elites keep their private jets.
  • Coerced electrification: Regulations will force new cars and vans sold after 2030 to rely almost entirely on electric power, ignoring the fact that the energy grid cannot handle the increased demand. Meanwhile, โ€œzero-emission HGVsโ€ will be mandated, despite the complete lack of infrastructure to support them.
  • Household energy restrictions: Hydrogen will be banned as an option for home heating, and new homes must be built without gas connections starting in 2026. Older homes will require expensive heat pump retrofits that do not function properly in cold weather.
  • Agricultural rationing: Farmers will be forced to convert their land to woodland, peatland restoration, and bioenergy crops, reducing Britainโ€™s food supply while increasing dependence on imported food.
  • Public transport diktats: Local authorities will be given powers and โ€œlong-term fundingโ€ to push cycling, walking, and public transport as โ€œalternativesโ€ to personal car useโ€”another way of stopping ordinary people from moving about.

Green policies have already made Britainโ€™s energy prices some of the highest in the world. The result? Real industries shutting down, and working-class families unable to afford basic necessities.

Public libraries, once meant for books, are now de facto warming shelters for the elderly and poor, driven there not by a sudden love of literature but by unaffordable heating bills. Meanwhile, climate grifters hold conferences in five-star hotels, discussing new ways to make life miserable for the rest of us.

A telling moment from the Report reads:

The transition to Net Zero will require significant investment in new infrastructure, which will be repaid over time through savings and efficiencies. (p. 88)

This is a lie. Wind and solar are not efficient, nor are they saving anyone money. The true cost of unreliable green energy is hidden behind government subsidies, paid for by taxpayers. The push for electric vehicles, forced upon us by mandates, will overload the already strained grid.Net Zero has never been about saving the planet. Itโ€™s a pseudo-religious obsession built on thirty years of fearmongering and fiddled data. The climate models underpinning the CCCโ€™s recommendations are the same sort of flawed statistical guesswork that has been wrong for decades.

Take the infamous โ€œhockey stickโ€ graph that conveniently erased the Medieval Warm Period. Or the countless doomsday predictions: the Arctic was supposed to be ice-free by 2013 (still waiting), London should have been underwater by 2020 (still dry), and extreme weather should have become the norm (historical data says otherwise).

As physicist Dr. Steven Koonin pointed out in Unsettled: What Climate Science Tells Us, What It Doesnโ€™t, and Why It Matters:

The science is insufficient to make useful predictions about how the climate will change over the coming decades, much less what effect human influences will have on it.

The real science tells a different story. COโ‚‚ is not pollutionโ€”itโ€™s plant food. More COโ‚‚ leads to higher agricultural yields and better overall conditions for life. Climate alarmists conveniently ignore the historical record: during the Roman Warm Period and Medieval Warm Period, temperatures were higher than today, and humanity did well enough. They also conveniently disregard earlier warm periodsโ€”such as the Holocene Climatic Optimum, when temperatures were significantly higher than today without any industrial COโ‚‚ emissions.

What is the real agenda behind all this? Donโ€™t try telling me the report shows the โ€œunintended consequence of well-intentioned actions.โ€ That may have been the case when thirty years of socialism pushed the economy towards collapse in the 1970s. The agenda behind all this is to suck wealth upwards from the people into the pockets of the powerful and those connected to the powerful. The public beneficiaries of these actual and proposed policies are green activists and well-connected business interests. Then there are the scum politicians. These are only frontmen for the genuine ruling class, which is mostly invisible. Even so, these people do have a great deal of secondary executive power, and they are nasty, hectoring puritans, never happier than when messing up our lives. They are the equivalent of some nagging, embittered matriarch, who has made herself unhappy through her own defects of character, and who is making everyone around her unhappy by her deliberate efforts. She does this at all times with a sad but caring smile on her face.

But the real beneficiaries are the ruling class of monied interests in the City of London. These people stand to make unimaginable sums from processing the flows of green money stolen from us and laundered through opaque carbon trading schemes. As said, these people are mostly invisible, but you do see them shuffling about in the background at meetings of things like the World Economic Forum, where decreasingly sotto voce lectures are put on about reducing the population and enslaving the survivors.

The only answer to this campaign of economic sabotage and lifestyle management is a revolution. There can be no incremental reform of structures of government so corrupted that they exist to serve only the ruling class at the expense of everyone else. The time has come for those who truly represent the British people to take power and begin a ruthless purge of the managerial state.

This revolution must start with the immediate abolition of the Climate Change Committee, its members permanently dismissed and barred from ever holding public office again. The vast network of NGOs, advisory boards, and โ€œgreen initiativesโ€ that funnel taxpayer money to climate grifters must be dismantled, their accounts frozen, and their funds returned to the people. Those directing them should have their personal assets confiscated. They should be prosecuted and, where appropriate, put in prison with hard labour.

The politicians responsible for inflicting economic misery in the name of Net Zeroโ€”those who knowingly promoted lies and deceitโ€”must be put on trial for crimes against the people. This includes not only former prime ministers and energy secretaries but also the bureaucrats who enabled these destructive policies. They must be held accountable for their actions, not merely voted out but stripped of their wealth, and, where appropriate put in chain gangs beside those already in them.

On the matter of locking away former prime ministers, I donโ€™t like Gordon Brown, who dumped the Climate Change Act on us. But the man Iโ€™d put in the middle of the chain gang is Boris Johnson. He promised blue out of the sky in 2019 to get his big majority. In 2021, he wrote this:

Our strategy for net zero is to lead the world in ending our contribution to climate change, while turning this mission into the greatest opportunity for jobs and prosperity for our country since the industrial revolution.

Yes โ€“ Johnson carried on pushing the HS2 scam, even after everyone knew it was a scam. He can be set to helping build it.

But I digress. The media figures and educators who spent decades relaying climate lies should suffer โ€œcancel cultureโ€ sanctions so ruthless and so total that even the directors of organisations like Hope Not Hate and the ADL would rub their eyes with horrified admiration. Their reputations must be destroyed, their platforms revoked, their careers permanently erased. There can be no forgiveness for those who knowingly spread propaganda that enabled this assault on prosperity and freedom.

The financial elites profiting from this globalist agendaโ€”those in the City of London who stand to make billions from opaque carbon trading schemesโ€”must have no escape either. Every aspect of their financial dealings should be audited, and those revealed as most guilty should be loaded with crushing fines and asset confiscations. Some of them can join the politicians and bureaucrats in the chain gangs.

This is not about reform. This is about obliterating a corrupt system that has declared war on its own people. This is not a policy dispute. This is a class war. And the only way to win a war is to fight it.

    They are not ignoring it at all – the whole purpose of the exercise is not to make us go greaan, but to make us go without.
    After all, why would we have any need of a car when we live in our fifteen-minute cities?
